it has come to my attention since last week's game that the tome of time didn't include the spell 'time stop'. too late now, but for future reference should this have been included and if not, why not?

Perhaps it had already been used, or maybe it was used every time you cast a spell. This latter explanation would explain how it was possible to remove a book from the backpack, open it, read the spell and not be overwhelmed by the dozens of Unpleasantly Aggressive Natives who surrounded your character.

Sounds like DM justification for an unintentional omission to me!
