Terminal Five

Terminal Five has been suffering from massive problems since it opened to high expectations a couple of weeks ago. British Airways are now sending 19,000 bags to Milan to be sorted and returned to their owners. BA have received a lot of stick for their problems but BAA (the airport operator) does not seem to be getting any problems at all.

I wonder who is really to blame, do you think BA are to blame? I think they probably needed to practice more before moving in but the baggage system is surely BAA's responsibility.

I always thought BAA was related to BA, but apparently not, so there must be some point where BAA's responsibility stops and BA's starts. I'll take a guess and say that BAA manage the buildings, but BA employ all the staff. It sounds like it was mainly a staff training issue, which would mean that BA take most of the blame in the above scenario. However, it is made clear in other articles that BAA are also to blame, mostly relating to the staff car-parking and some aspects of the baggage system.
