I think that the daft decisions are made by the poeple making the issues. They do have a peverse logic though, people want the death penelty - you give it to them - civil rights goes up! Pretty obvious really. :D

Users submit ideas for issues, which are then open for comments before they're submitted, I believe. So blame the wierd-ass users on the forums.

They can't be submitting that many then. For the thousands of members on there, (the site generally I mean) I'd have thought there'd be more issues submitted. It must get to a point where you run through the issues available so the same ones are regurgitated over and over.
