You have several options really.

Microsoft Word can create basic web pages.
Adobe Dreamweaver can do pretty much anything you want but is expensive.
MS Front Page does something I don't know what.
Adobe Image Ready. . . I think that is the correct name . . . is an add on to Photoshop which is also very good.

I am sure that I have missed off the cheap / free ones that are very obvious. I hope someone else will be able to fill in the gaps.

If you're feeling really studious, you could also try learning html. It's give you a real understanding of the basic building blocks of websites, letting you create some pretty nifty ones yourself in the process.
