By and large, I'm coming to the conclusion that racism is essentially about not taking responsibility for your failings and transposing that onto someone else. Then some people are actually sociopathic enough to take physical action as a result of this. Hell, even some governments are guilty of it: take the McCarthy communist witch-hunts, for example.
The problem is, some "racism" makes sense. For instance, if only people of a certain ethnic or social origin are blowing stuff up, it doesn't make sense to search everyone else (at least if you're specifically targetting this type of crime), until the need is proven. Again, this causes too many police-community relations problems, so it's somewhat counter-productive.
Final words on capital punishment: the justice system is still fallible, therefore an absolute sentence cannot be imposed. Let's not go down the "certain cases" route, either.

i think he means the issue of human rights is blocking the reintroduction of capital punishment, though why only the middle class would be in favour of this i'm not altogether sure. amnesty international are involved in the subject and as an ex-donator to the cause [before my money dried up] i can safely say the middle class are not the only ones concerned about bringing hanging back into fashion.

It is a Bedford English Department phrase. It basically means that people who are all for 'rehabilitiation' in students and then can't understand why they haven't been 'cured' and go back to class being nice and pleasant. (For some strange reason they go out as a trouble-maker and come back as a trouble-maker). Our case is strongly centred around the fact that when all of us in the department were young and naughty we got smacked. Now we would be councilled. In some cases it works, and in certain cases it is needed and is invaluable, but in the majority it doesn't and the kid goes along with it for a laugh at our place.
This is probably not the case for all schools but it is with ours. Please don't debate this topic because I will rant and I like to leave work at work and not bring it home unless it is marking.
Anyway, back to the point. The people who basically state the vast majority of these laws tend to look like stereotypical middle-class people who drive volvos. I know it is stupid but the phrase was 'coined' a while back and has now become part of my speech for some reason.
