The Mayor Snorkum/Paddling poodles references come from a comic SF novel, "Next of Kin" by Eric Frank Russell. Space Scout Leeming is travelling through enemy space and overhears communications from a race that speaks a language that sounds like English but sounds more like, "Mayor Snorkum will lay the cake." "For whom be the cake laid by Snorkum?" "Snapnose, enk?" "Go paddle a poodle." and so on.

The biscuits reference refers to the ferry on the sands just north of Blackpool which scattered its cargo of McVitie's chocolate biscuits all over the beach...

that is a justifiable typographical error, recognised through the whole universe as being wrong. ;-)
