You need to read the rest of the advert to understand the point they're making. It's actually an anti congestion charge ad, pointing you to a website. The full text reads something like: Stop moaning - it's only £5 a day! / Congestion charges - keeping the roads free for the rich / Make yourself heard at [website address]. Making the entirely valid point that the people who can afford to will just absorb the charges and not change their driving patterns.

I'll let you off seeing as you weren't on foot. What is surprising is that there's enough anti-toll sentiment around for them to spend what I assume is a fair bit of money on those billboards. I was expecting it to be limited to websites and newspaper articles.

This seems to be totally odd but as I understand it two councils needed to object to veto the plans yet they are still going ahead. How does that work? If they are going to ignore popular opinion then I think we should ignore their payment requests and not purchase a black box.
