In theory they should be of the same standard as any other similar qualification, otherwise the QCA wouldn't have given them awarding body status. The main difference being that they're probably a lot more vocational than traditional GCSE's or A-levels. They basically sound like business studies A-levels, but with actual work experience, so I can't see too much wrong with them. Needless to say, Oxford and Cambridge won't be accepting them: don't forget that thses are the universities that produced a list of 20 to 30 A-levels that "weren't preferable" as well (and you didn't stand a chance if you have two from that list), yet it doesn't mean A-levels are suddenly useless.

Just to head off the jokes in advance, I know I work for M(ickey) M(ouse) U(niversity) and that I teach some students of questionable intellect, and that we seem to give our degrees away in cerial packets...
but is it just me or an A level in a happy meal an improvement upon the GI Joe toys of our youth?! Do they call getting an A* "going large"?
